Appropriates $1,293,673,800 total to the Department of Children and Family Services for fiscal year beginning July 1, 2011, consisting of $843,607,400 in General Funds, $442,343,900 in Other State Funds, and $7,722,500 in Federal Funds

Allocates funds across major departmental functions including Central Administration ($17,244,800), Child Protection ($106,168,900), Child Welfare ($75,077,700), and Clinical Services ($8,625,700)

Provides grants-in-aid for regional offices totaling $889,791,900 from General Revenue Fund and DCFS Children's Services Fund for foster care, adoption services, counseling, and institution care

Funds specialized programs including targeted case management ($9,907,700), child death review teams ($120,000), youth transition services ($966,400), and homeless youth services ($3,259,800)

Establishes effective date of July 1, 2011 for the appropriations
