Appropriates $121,127,900 for the Illinois Criminal Justice Information Authority for fiscal year beginning July 1, 2011, consisting of $1,874,700 in General Funds, $7,353,200 in Other State Funds, and $111,900,000 in Federal Funds

Allocates funds from Criminal Justice Trust Fund for awards and grants to local units of government and non-profit organizations, including $40,000,000 for general grants, $500,000 for Crime Victims Assistance, $4,600,000 for Violence Against Women, and $23,000,000 for Byrne/JAG programs

Appropriates $12,000,000 from Criminal Justice Trust Fund for awards and grants to state agencies, plus additional $500,000 for Violence Against Women and $15,000,000 for Byrne/JAG state agency grants

Provides $6,953,200 from Motor Vehicle Theft Prevention Trust Fund for personal services, expenses, and awards and grants related to motor vehicle theft prevention programs

Appropriates $4,500,000 from Juvenile Accountability Incentive Block Grant Trust Fund for awards, grants, and operational expenses supporting juvenile accountability programs, effective July 1, 2011
