Appropriates $571,301,200 total to the Illinois Emergency Management Agency for fiscal year beginning July 1, 2011, comprised of $3,172,500 in General Funds, $31,187,700 in Other State Funds, and $536,941,000 in Federal Funds

Provides $148.3 million and $286.5 million for terrorism preparedness and training costs in current and prior years, with the latter designated for the Chicago Urban Area

Allocates $92 million from the Federal Aid Disaster Fund for federal disaster declarations and hazard mitigation in current and prior years, plus $2 million for state administration

Funds nuclear facility safety ($8.77 million), radiation safety ($6.31 million), environmental safety ($4.57 million), and disaster assistance/preparedness programs ($99.7 million)

Appropriates funds for specialized programs including low-level radioactive waste disposal facility development ($585,000), radon abatement ($1.25 million), and public safety shared services center costs ($996,000)
