Appropriates $183,135,000 total from General Revenue Fund ($152,675,600), Other State Funds ($17,000,000), and Federal Funds ($13,459,400) for Department of Juvenile Justice ordinary and contingent expenses for fiscal year beginning July 1, 2011

Allocates funds to nine Illinois Youth Centers (Chicago, Harrisburg, Joliet, Kewanee, Murphysboro, Pere Marquette, St. Charles, and Warrenville) and various departmental divisions including General Office, School District, and Aftercare Services

Appropriates $17,942,400 from General Revenue Fund for statewide services including community-based youth services ($12,684,600), Unified Delinquency Intervention Services ($2,122,900), and Redeploy Illinois ($2,534,900)

Appropriates $13,000,000 from Department of Corrections Reimbursement and Education Fund for school district programs, federal programs, and miscellaneous programs including medical costs and construction

Requires Governor approval in writing before contracts may be entered into for repairs, maintenance, and capital improvements; Act takes effect July 1, 2011
