Appropriates $53,884,500 total for Department of Military Affairs ordinary and contingent expenses for fiscal year beginning July 1, 2011: $15,161,600 from General Funds, $6,000,000 from Other State Funds, and $32,722,900 from Federal Funds.

Office of the Adjutant General operations funded at $4,082,500 from General Revenue Fund covering personal services ($1,603,100), social security contributions, contractual services, travel, and equipment; Lincoln's Challenge youth program funded at $2,200,000 from General Revenue Fund and $7,800,000 from Federal Support Agreement Revolving Fund.

Facilities Operations funded at $10,637,500 from General Revenue Fund and $11,922,900 from Federal Support Agreement Revolving Fund for personnel, contractual services, and equipment.

Additional appropriations include $434,200 for Military Family Relief Fund grants, $11,500,000 for Army National Guard facilities operations and maintenance, $7,400 for historic artifacts preservation, $1,000,000 for youth programs, and $5,000,000 for grants related to September 11, 2001 terrorist attack active duty service.

Effective date July 1, 2011.
