Specifies that surviving spouses of Illinois Municipal Retirement Fund (IMRF) annuitants who die on or after the effective date are eligible for survivor annuities regardless of when the annuitant was in service, notwithstanding prior Public Act 87-850 provisions.

Removes the requirement that survivor annuities be offset or reduced by workers' compensation benefits received by the surviving spouse under the Workers' Compensation Act or Workers' Occupational Diseases Act.

Maintains existing eligibility requirements for surviving spouses including one year of marriage to the deceased employee or annuitant and minimum $5 per month annuity threshold.

Adds Section 8.35 to the State Mandates Act exempting the implementation of this act from state reimbursement requirements to local municipalities and instrumentalities.

Becomes effective immediately upon enactment.
