Amends the Unemployment Insurance Act to add Section 407.1 establishing benefits for certain part-time workers using an alternate benefit formula.

Requires the Department of Employment Security to periodically determine the average weekly household income for Illinois households to use as a benchmark.

Allows part-time workers whose wages combined with their weekly benefit amount do not exceed the lesser of their former full-time wages or average Illinois household income to receive full weekly benefits as if not working part-time.

Provides for reduced weekly benefits when combined wages and benefits exceed the ceiling but wages alone do not, with reduced benefits equaling the difference between the ceiling and actual wages.

Limits these alternate benefits to regular benefit periods only (not extended benefits) and provides that other more generous benefit provisions under state law or Department rules take precedence if they provide greater benefit amounts.
