Amends the Illinois Power Agency Act by revising Section 1-10 definitions related to clean coal facilities and renewable energy resources.

Expands definition of "clean coal facility" to include facilities using synthetic gas from gasification of waste, densified fuel pellets from processed waste materials, or pyrolysis fuels from organic or municipal waste.

Establishes carbon sequestration requirements for clean coal facilities: at least 50% for facilities beginning operation before 2016, 70% for 2016-2017, and 90% for facilities after 2017.

Defines "clean coal SNG facility" as a gasification facility producing substitute natural gas that sequesters at least 90% of carbon emissions using petroleum coke or high-sulfur coal feedstock.

Takes effect upon becoming law.
