• Excludes full-time law enforcement officers and full-time firefighters employed by units of local government from the definition of "eligible employee" under the Public Employee Disability Act, limiting benefits to State-employed officers and firefighters only.

• Removes the preemption clause that prevented home rule units from exercising powers inconsistent with the Act's requirements.

• Removes the exemption that previously excluded municipalities with a population over 1,000,000 from the Act's requirements.

• Takes effect immediately upon becoming law.
