Adds a new definition to wage deduction laws for "judgment arising from financial exploitation of an elderly person or person with a disability," based on Criminal Code Section 16-1.3(g).

Requires wage deduction summons based on financial exploitation judgments to prominently state they must be given priority over other wage deductions, except for child support and spousal support orders.

Establishes priority lien system where judgments from financial exploitation of elderly persons or persons with disabilities rank second only to liens for spousal and dependent child support, taking priority over all other wage deduction liens.

Clarifies that liens for spousal and child support maintain the highest priority, with financial exploitation judgments receiving second priority, and subsequent summonses taking effect in the order served.
