Requires accident and health insurance policies and managed care plans to cover routine patient care costs for cancer treatment in approved clinical trials at the same level as standard cancer treatment.

Coverage applies when patient is referred by two oncology specialists and treatment is given pursuant to an approved cancer clinical trial meeting specified criteria including authorization by National Institutes of Health, FDA, or other designated federal agencies.

Defines "routine patient care costs" as medically necessary services covered under standard treatment, excluding investigational treatments, research management costs, travel expenses, and services provided without charge by the trial sponsor.

Applies to policies amended, delivered, issued, or renewed after the bill's effective date, covering state employees, counties, municipalities, school districts, HMOs, and voluntary health service plans.

Effective January 1, 2012.
