Changes dropout definition to include students in grades 1 through 12 (previously grades 9-12) and removes "aging out" as an exception; adds "moved out of the United States" as a valid reason for enrollment removal.

Simplifies dropout definition by removing references to home-schooling status and students continuing school in another country.
