Amends the Illinois Election Code to allow voters who received an absentee ballot to vote in person by submitting an affidavit to election judges instead of surrendering the absentee ballot.

Affidavit must specify one of three conditions: (A) the voter never received an absentee ballot, (B) the voter completed and returned the ballot but the election authority did not receive it, or (C) the voter received the ballot but did not submit it to the election authority.

Alternatively, voters may vote in person if they submit a portion of a torn or mutilated absentee ballot to election judges for cancellation.

Applies to both Section 17-9 and Section 18-5 of the Election Code governing voting procedures at polling places.

Takes effect immediately upon becoming law.
