Amends the Election Code to define "local ballot insert" as information disseminated by the State Board of Elections through the Internet guide for local candidates, questions, and voting information.

Authorizes the State Board of Elections to enter into intergovernmental agreements with local election authorities to include local ballot inserts in the voter's guide, accessible through the State Board's search engine by zip code.

Requires local ballot inserts to include names and party affiliations of candidates for U.S. Representative, Illinois Appellate Court Judge, State Senator, and State Representative, plus optional information on other local offices at the discretion of local election authorities.

Permits candidates to submit personal statements and photographs for inclusion in local ballot inserts under standards substantially similar to those for the statewide voter's guide, provided candidates have submitted statements to the voter's guide.

Allows local election authorities to submit different inserts for different portions of their jurisdiction if divided along rational lines (such as congressional districts) and each part receives information about the same offices.
