Amends the Illinois Public Labor Relations Act to restrict arbitration decisions for peace officers, firefighters, and fire department/district paramedics by precluding consideration of staffing levels (manning).

For peace officers, arbitration decisions cannot include manning or total number of employees, except in cases involving serious safety risks beyond normal police duties.

For firefighters and paramedics, arbitration decisions cannot include manning, except when equipment or staffing considerations present serious safety risks beyond normal duties.

Arbitration decisions remain limited to wages, hours, and conditions of employment, with existing restrictions on residency requirements, equipment, mutual aid agreements, and use of force criteria.

Takes effect immediately upon becoming law.
