Amends Section 15-316 of the Illinois Vehicle Code to remove language restricting the applicability of fines for exceeding vehicle weight limits.

Removes references to "subsections (a) or (b) of" Section 15-111 in the penalty provisions for weight violations, making fines applicable more broadly.

Maintains existing fine structure of $50 for weights exceeding posted limits up to allowable axle or gross weight limits, and $75 per 500 pounds or fraction thereof for weights exceeding Section 15-111 limits.

Preserves existing exceptions for propane cargo tank vehicles delivering emergency heating fuel, subject to specified conditions including 50 percent capacity loading and 32,000 pound gross vehicle weight limits.

Takes effect immediately upon becoming law.
