Elevates selling or giving a firearm to a person convicted of a felony from a Class 3 felony to a Class 2 felony.

Elevates selling or giving a firearm to a person under 18 years old without a valid Firearm Owner's Identification Card from a Class 3 felony to a Class 2 felony.

Removes paragraph (i) from the Class 3 felony provision and adds it to the Class 2 felony provision, consolidating violations related to minors without proper firearm identification.

Maintains existing penalties for other unlawful firearm sales, including Class 4 felonies for certain violations and enhanced Class 1 felony charges for sales near schools or public housing.

Takes effect immediately upon becoming law.
