• Amends the Nurse Practice Act to allow advanced practice nurses (APNs) to request elimination of the written collaborative agreement requirement, enabling autonomous practice with full prescribing authority.

• APNs must meet five conditions to qualify for autonomous practice: 2+ years of practice under a collaborative agreement or hospital credentialing, unencumbered license, individual malpractice insurance, 20 of 50 continuing education hours in pharmacology, and a memorandum of understanding with the Department affirming collaboration and consultation obligations.

• Maintains existing collaborative agreement requirements for APNs practicing outside hospitals or ambulatory surgical treatment centers, except those granted autonomous practice status.

• Requires written collaborative agreements to describe the working relationship with collaborating physicians or podiatrists, specify authorized procedures and care categories, and include monthly in-person meetings with documented consultation.

• Allows certified registered nurse anesthetists to work under collaborative agreements with anesthesiologists, physicians, podiatrists, or dentists with specific requirements for physical presence and oversight during anesthesia services.
