Amends the Illinois Vehicle Code to add a new eligibility requirement for school bus driver permits that applicants must have no established medical history or clinical diagnosis of diabetes mellitus currently requiring insulin for control.

Adds this diabetes requirement as item 6.5 to the list of mandatory qualifications that all school bus driver permit applicants must meet under Section 6-106.1.

The requirement applies to new permit applicants and those renewing existing permits, as part of the Secretary of State's screening process to ensure the welfare and safety of children transported on school buses.
