HB3220 - Accountability in Higher Education Act

• Public universities must develop annual academic, financial, and enrollment plans including tuition estimates, enrollment projections, retention policies, and accountability measures related to accessibility and affordability

• Plans must be submitted to the Board of Higher Education by June 30th each year and reviewed by the Board at regularly scheduled meetings

• Public universities must formally commit to meeting 10 state policy objectives including providing access to higher education, maintaining academic standards, improving student retention and graduation rates, and making enrollment affordable regardless of income

• The Board of Higher Education is responsible for developing performance indicators to measure whether universities are meeting state policy objectives in conjunction with the Illinois Public Agenda for College and Career Success

• The Act takes effect upon becoming law
