Increases annual General Assembly appropriation for bridge construction from $15,000,000 to $30,000,000 for distribution to counties for road districts building bridges 20 feet or more in length.

Changes local funding match requirement from $1 of local funds per $4 of state funds to $1 of local funds per $9 of state funds for approved road district bridge projects.

Maintains existing eligibility requirements that road districts must levy taxes for road, bridge, and bridge construction purposes at maximum rates permitted by law without referendum.

Allows road districts in counties subject to property tax extension limitations to become eligible if they levied at required rates when limitations were imposed and continue to levy maximum allowable amounts.
