Amends the Illinois Groundwater Protection Act to require the Agency to notify the Department and affected local government when volatile organic compounds are detected in groundwater exceeding Groundwater Quality Standards or Safe Drinking Water Act maximum contaminant levels.

Department must provide public notice within 60 days of receipt identifying contaminants of concern, posted on the Department's Internet website and distributed through electronic or print media for 3 consecutive weeks.

Public notice must inform owners of private water systems, semi-private water systems, and non-community public water systems within potentially affected areas of the need to test their systems for possible contamination.

Local government units shall take appropriate action, such as informing potentially affected homeowners, within a reasonable time after notification by the Agency.
