Allows qualified veterans to relinquish their Illinois Veteran Grant entitlement and transfer it to a spouse, natural child, legally adopted child, or step-child instead of using the grant themselves.

Permits members of the Illinois National Guard or Illinois Naval Militia to transfer their grant entitlement to family members if they choose not to utilize the grant.

Veterans who elect not to use the Illinois Veteran Grant or any federal veterans' education benefits program become eligible to transfer their entitlement to designated family members.

National Guard and Naval Militia members may transfer their grant entitlement to spouses, natural children, legally adopted children, or step-children.

Effective date: July 1, 2011.
