IL HB3271

Amends the Personnel Code to cap veteran preference points for Department of Corrections applicants at the sum of points awarded for a bachelor's degree plus points awarded for college credit.

Establishes veteran preference system with tiered point awards: 10 points for service-connected disability or Purple Heart recipients, 5 points for service during hostilities meeting specified conditions, and 3 points for other armed forces service.

Extends veteran preference eligibility to surviving unremarried spouses and parents of veterans with service-connected deaths or disabilities preventing civil service employment.

Requires the Department of Central Management Services to verify veteran status using DD214 forms or other acceptable discharge documentation before granting preference.

Takes effect January 1, 2012.
