HB3272 - Homeless Veterans Shelter Act

• Creates licensing and oversight requirements for halfway houses, shelters, and transitional housing facilities serving homeless veterans through local health, fire, building, and community mental health boards.

• Requires homeless veterans performing services to be compensated at the current prevailing wage rate and mandates reasonable minimum rent for employed veterans to cover room and utilities.

• Mandates state licensing and certification of job training and education programs sponsored by shelters, halfway houses, or transitional housing for homeless veterans.

• Requires shelters providing job placement or temporary labor services to comply with the Day and Temporary Labor Services Act and Private Employment Agency Act.

• Establishes program standards for shelters operated by local and non-profit entities, including safe facilities, quality services, appropriate referrals, and cooperation with private agencies; effective January 1, 2012.
