Amends the Sex Offender Registration Act (730 ILCS 150/2) to include distributing harmful material to a minor as a sex offense requiring registration.

Adds violation of Section 11-21 of the Criminal Code (distributing harmful material to a minor) to the list of offenses that define a "sex offense" under the Act.

Expands the definition of sex offenses that trigger sex offender registration requirements to include this additional harmful material distribution offense.

Applies to violations committed on or after the bill's effective date, consistent with other sex offense registration provisions.
