IL HB3288

Amends the Harassing and Obscene Communications Act to create a new Class 3 felony offense when a violation of Sections 1, 1-1, or 1-2 includes threats to kill the victim or any member of the victim's family or household.

Maintains existing Class 4 felony penalties for violations involving three or more prior harassment violations within 10 years, prior violations against the same victim, violations while under conditions of bail or probation, prior forcible felony convictions, or harassment of minors by adults.

Preserves base penalties of Class B misdemeanor for first offense and Class A misdemeanor (minimum 14 days jail or 240 hours community service) for second or subsequent offenses, except in circumstances warranting felony charges.
