Amends the Illinois Municipal Code to extend the deadline for village incorporation petitions in certain counties from January 1, 1998 to January 1, 2012 for counties with populations between 150,000 and 185,000 that are within 25 miles of the Illinois state line.

Requires that incorporation petitions for villages in counties with 150,000 or more population must include the name of the Homeowner's Association, if applicable, as part of the legal description of the proposed village.

Maintains existing requirements for village incorporation including minimum population thresholds, square mileage limits, number of property owners, and petition procedures through circuit court.

Preserves exemptions from municipal consent requirements for areas incorporating in high-population counties, while maintaining consent requirements for smaller areas within 1.5 miles of existing municipalities.
