Creates a new offense of Caller ID spoofing under the Criminal Code of 1961, making it illegal to knowingly transmit misleading or inaccurate caller identification information through telecommunications or VoIP services.

Applies only when the person acts with intent to deceive, defraud, mislead, harass, cause emotional distress, or wrongfully obtain anything of value.

Exempts blocking of caller identification information, authorized law enforcement activities, authorized federal intelligence or security agency activities, and authorized process servers in civil, criminal, administrative, or arbitral proceedings.

Establishes Caller ID spoofing as a Class B misdemeanor for first offense and a Class A misdemeanor for second or subsequent offenses.
