Establishes the "Plastic Bulk Merchandise Container Act" to regulate the sale of plastic crates or shells used for transporting or storing retail containers of milk, eggs, or bottled beverages.

Requires recyclers, shredders, or destroyers of plastic bulk merchandise containers to obtain proof of ownership and a transaction record before purchasing 5 or more containers from the same person.

Mandates that transaction records include the seller's name, address, telephone number, buyer information, container description with quantity, and transaction date.

Prohibits recyclers from paying cash for plastic bulk merchandise containers and requires documentation of the payment method used in each transaction.

Requires retention of all records for one year from the date of purchase or delivery, with violations subject to fines up to $500 per offense and Attorney General enforcement authority.
