Creates a new criminal offense of falsifying an order of protection or civil no contact order when a person knowingly makes false statements intending them to be relied upon in issuing or enforcing such orders.

Establishes penalties of Class A misdemeanor for first offense and Class 4 felony for second or subsequent violations.

Requires courts to vacate orders of protection or civil no contact orders when a person is convicted of falsifying them and the court materially relied on the false statement when issuing the order.

Mandates expungement of all records relating to petitions when a court vacates an order based on a falsification conviction.

Allows courts to modify (rather than vacate) orders when false statements were not material to the issuance of the order.
