Amends the Counties Code, Township Code, and Illinois Municipal Code to require zoning commissions to serve written notice on property owners within 250 feet in each direction of any proposed zoning ordinance amendment before holding a hearing.

Notice must be served either in person or by registered mail with return receipt requested, using property owner information from the recorder of deeds or registrar of titles and authentic tax records.

Zoning commissions must post the property address for site-specific proposals and notify individuals and interest groups with a known interest in the proposed amendment.

Applies notice requirements uniformly across county, township, and municipal zoning amendment proceedings prior to public hearings.
