Amends the Public Community College Act to modify tuition and fee requirements for equalization funding eligibility, effective July 1, 2012.

Reduces the minimum required combined in-district tuition and universal fee rate per semester credit hour from 85% to 70% of the State-average combined rate.

Adds alternative requirement that total revenue from combined in-district tuition and universal fees must be at least 30% of total district revenue for equalization funding purposes.

Maintains existing requirement that community college districts must maintain a minimum operating tax rate equal to at least 95% of their maximum authorized tax rate to qualify for equalization funding.

Takes effect July 1, 2011.
