HB3506 Summary

• Requires sex offenders to register all Internet communications identities including email addresses, instant messaging accounts, chat room identities, and social networking accounts used or planned for use while accessing the Internet.

• Mandates sex offenders convicted under specific criminal code sections (11-6, 11-20.1, 11-20.3, 11-21) to provide all Internet Protocol (IP) addresses for residences, workplaces, and locations under their control or custody.

• Establishes new provisions requiring out-of-state students and employees who are sex offenders to register within 3 days of beginning school or employment in Illinois.

• Creates authority for the Department of State Police to release registered sex offender Internet identities to social network website providers to enable prescreening, removal from services, or reporting of potential law violations.

• Prohibits social network website providers from publishing or redisclosing information received from the Department except for specified purposes of identifying and removing sex offenders from their services.
