Requires private sales of concealable firearms between non-licensed individuals to occur at a federally licensed firearm dealer's place of business.

Mandates the licensed dealer conduct a background check on the buyer and follow all applicable federal, state, and local laws as if the dealer were the seller.

Allows licensed dealers to charge the buyer a fee not exceeding $10 per firearm plus applicable Section 3.1 fees for facilitating the transaction.

Exempts transfers between family members (spouse, children, parents, siblings, in-laws, grandparents, aunts, uncles, nieces, nephews), transfers by operation of law or court order, and transfers at gun shows from the dealer requirement.

Requires private sellers to maintain records of firearm transfers for 10 years including transfer date, firearm description, serial number, and transferee's FOID card number.
