• Amends Section 17-28 of the Criminal Code of 1961 to expand the offense of defrauding drug or alcohol screening tests to include advertising for sale of products designed to defraud such tests.

• Defines "defraud" as intending to falsify or alter a drug or alcohol screening test.

• Defines "adulterant" as substances not expected in human urine or substances present at concentrations inconsistent with human urine, including bleach, chromium, creatinine, detergent, glutaraldehyde, hydrochloric acid, nitrite, and sodium nitrite, among others.

• Establishes violations as Class 4 felonies with a mandatory minimum fine of $1,000.

• Applies to urine testing, hair follicle testing, perspiration testing, saliva testing, blood testing, fingernail testing, and eye drug testing.
