HB3579 Summary

• Amends the Unemployment Insurance Act to change weekly benefit amount calculations for weeks beginning prior to January 1, 2011, using benefit definitions in effect at the time of this Act's effective date rather than November 30, 1982.

• Deletes numerous provisions relating to historical benefit calculations, dependent allowances, and maximum weekly benefit amounts for specific time periods (April 1983 through 2009).

• Establishes dependent child allowance rates for benefit years beginning after 2009, capping the rate at 18.2% for 2010 and reducing it by 0.2% for 2011, with subsequent years constrained between 17.1% and 18.0%.

• Modifies Section 1501.1 to eliminate outdated benefit charge provisions for benefit years beginning before July 1, 1989, and clarifies that regular benefits immediately become benefit charges while extended benefits become half benefit charges.

• Takes effect immediately upon becoming law.
