HB3592 - Grow Green Illinois Jobs Act

• Requires state agencies and local governments to expedite permitting and approval for renewable energy projects using fuel cells, wind, solar, geothermal, biomass, cogeneration, low impact hydro, or landfill gas as principal power sources.

• Applicants must certify compliance with the National Electrical Safety Code and conduct public workshops at least 14 days in advance at locations near proposed facilities to inform the public and receive input.

• Certificate or approval issued under this Act does not preempt state or local jurisdiction over employee health and safety, wage and hour regulations, labor standards, or other design and operational issues unrelated to facility siting.

• Amends the Counties Code, Illinois Municipal Code, and Environmental Protection Act to authorize expedited permitting by counties, municipalities, and state agencies for qualifying renewable energy machinery and equipment.

• Provisions expire January 1, 2013, or upon final action on applications filed before that date, whichever is later.
