• Eliminates professional privilege protections between healthcare providers and patients/clients in cases involving alleged torture.

• Establishes criminal penalties including Class A misdemeanor for first violation and Class 4 felony for subsequent violations by non-licensed professionals who willfully fail to report torture.

• Requires medical examiners and coroners to investigate suspected torture deaths and report gross findings orally within 72 hours and in writing within 21 days to law enforcement and appropriate authorities.

• Amends the Medical Practice Act and Illinois Dental Practice Act to add torture reporting violations as disciplinary grounds for physicians and dentists, subjecting them to referral to licensing boards.
