Appropriates $29,000,000 from the Tobacco Settlement Recovery Fund to the Department of Public Health for tobacco control and prevention programs.

Allocates $8,000,000 to local health departments that implement comprehensive tobacco control programs consistent with Centers for Disease Control and Prevention best practices.

Allocates $7,000,000 to non-profit organizations demonstrating ability to mobilize community residents in accordance with CDC best practices for comprehensive tobacco control programs.

Distributes remaining funds for statewide media campaigns ($6,000,000), Illinois Coalition Against Tobacco technical assistance ($1,000,000), tobacco cessation quit line support ($3,000,000), outside evaluation ($2,000,000), and Smoke Free Illinois Act implementation and enforcement ($2,000,000).
