Amends the Unemployment Insurance Act to create a specific offense of unemployment insurance fraud under Section 2800 for making false statements or representations to obtain, increase, prevent suspension of, or prevent reduction of benefits under Illinois or other state/federal unemployment compensation laws.

Classifies unemployment insurance fraud as a Class A misdemeanor for first violations.

Classifies unemployment insurance fraud as a Class 4 felony for second or subsequent violations.

Exempts unemployment insurance fraud from the general Class B misdemeanor penalty that applies to other willful violations of the Unemployment Insurance Act.
