Creates the Employee Complaint Fee Recovery Act governing attorney's fees recovery by employers.

Allows a former employer to petition circuit court for attorney's fees if a former employee files 2 or more complaints with 2 or more separate State agencies against that employer and all complaints are dismissed.

Court may award judgment against the former employee for the employer's attorney's fees only if the court finds the complaints were frivolous.
