Prohibits placing or operating vehicles, seaplanes, watercraft, or objects in Illinois waters if aquatic plants or animals are attached to their exterior.

Exempts equipment being operated in the same navigable body of water where aquatic plants or animals became attached, allowing operation until removal is practical.

Bans transporting vehicles, seaplanes, watercraft, or objects with attached aquatic life on highways or taking off with seaplanes carrying attached aquatic organisms.

Authorizes law enforcement officers to order removal of aquatic plants or animals from vessels and equipment, and prohibits refusal to comply with such orders.

Provides exceptions for incidentally attached duckweed and commercial aquatic plant harvesting equipment owned by local governments being transported for cleaning purposes away from water bodies.
