Director of Natural Resources shall adopt rules requiring owners/operators to perform mechanical integrity tests of casing or casing-tubing annulus prior to hydraulic fracturing, using procedures established by administrative rule.

Owners/operators must report to Department within 30 days after completion of hydraulic fracturing, including geological formation information, stimulation fluid details, chemical compound names with CAS numbers, proppant rates, surface pressures, and shut-in pressures.

Owners/operators shall post chemical disclosure information to the Ground Water Protection Council and Interstate Oil and Gas Compact Commission website or alternative publicly accessible website designated by Director.

Injection of benzene, toluene, ethylbenzene, xylene (BTEX) compounds or diesel into underground drinking water sources is prohibited, except for trace amounts in produced water not intentionally included as additives.

Owners/operators must monitor and report annulus pressure during stimulation; if pressure increases more than 500 psig, must verbally notify Director within 24 hours and complete any required corrective actions; well stimulation fluid must be stored in tanks or lined pits to protect drinking water sources.
