• Adds Section 18-6 to the Criminal Code making it unlawful to use force or threaten force against another person to effect a transaction at an electronic fund transfer (ATM) terminal in Illinois, classified as a Class 1 felony.

• Amends the Unified Code of Corrections Section 5-5-3.2 to add factor (28) as an aggravation factor for sentencing: when a defendant commits first degree murder during the commission of a Section 18-6 violation (forced ATM transfer).

• Defines "electronic fund transfer terminal" by reference to existing Section 17-0.5 of the Criminal Code.
