IL HB3926

Amends the Counties Code to require voters in multi-member county board districts to have cumulative voting rights in the first general election after reapportionment.

Preserves existing apportionment requirements that districts be equal in population, comprised of contiguous and compact territory, and that precincts not be divided between districts insofar as practicable.

Allows county boards with populations under 3,000,000 to establish single-member districts outside municipalities and multi-member districts within municipalities with populations exceeding 75,000.

Requires County Board Chairs or County Executives to present apportionment plans by the third Wednesday in May following a federal decennial census, with mandatory public hearings held 6-21 days after presentation.

Takes effect immediately upon becoming law.
