Amends Section 14-3 of the Criminal Code of 1961 to add subsection (q), allowing non-law enforcement persons to record conversations of law enforcement officers performing public duties in public places when the conversation is audible to the unassisted ear.

Defines "public place" to include streets, sidewalks, parks, highways (including inside motor vehicles), and common areas of public and private facilities and buildings.

Applies to recordings made simultaneously with in-car video cameras, in-car audio systems, and taser-equipped cameras when peace officers are present (subsections h, h-5, h-10).

Requires law enforcement agencies to retain recordings for 90 days unless part of an arrest or evidence in legal proceedings, with no alteration or erasure permitted before the storage period expires.

Takes effect upon becoming law.
