Amends Section 6-500 of the Illinois Vehicle Code to add "police" to the list of emergency personnel exempt from commercial driver's license requirements.

Exempts police vehicles with audible and visual signals owned or operated by governmental entities from the definition of commercial motor vehicles.

Applies the exemption to equipment owned or operated by HazMat or technical rescue teams authorized by a county board under Section 5-1127 of the Counties Code.

Maintains existing exemptions for firefighting and other emergency equipment necessary for preservation of life, property, or execution of emergency governmental functions.
