Amends the Election Code Section 2A-1.2 to add "or Chairman" as an alternative title for the elected President of the County Board or County Chief Executive in even-numbered general elections.

Modifies the Counties Code Section 3-7005 to require the chairman of the County Board in counties with a population exceeding 300,000 inhabitants to be elected rather than appointed, effective with the 2012 general election.

Establishes that the elected chairman shall take office on January 1, 2013, and serve a 4-year term, with all successor chairmen also serving 4-year terms.

Provides that the existing appointed chairman's term as chairman shall end on December 31, 2012, prior to the first elected chairman taking office.

Requires the elected chairman to receive compensation pursuant to Section 3-7003 of the Counties Code.
