Prohibits operating a motor vehicle on a roadway while using an electronic communication device, including hand-held wireless telephones and personal digital assistants, but excludes integrated vehicle devices and GPS/navigation systems.

Establishes maximum fines for violations: $75 for first offense, $100 for second offense, $125 for third offense, and $150 for fourth or subsequent offense.

Exempts law enforcement and emergency vehicle operators performing official duties, drivers reporting emergencies, and drivers using hands-free or voice-operated modes.

Allows use by commercial motor vehicle drivers reading messages on permanently installed devices with screens not exceeding 10 inches by 10 inches, and permits use when vehicle is parked or stopped in traffic with transmission in neutral or park.

Exempts two-way radio services, amateur radio transmitters, single-button voice communication activation, and multi-function devices used for non-prohibited purposes.
